As per Kerala Finance Bill 2019, 1% Cess would be applicable on DTH recharges w.e.f 1st Aug'19 for subscribers registered in Kerala

Applicable to all, its a bill passed by kerala Govt. So only applicable in that state.

1% flood cess by Kerala is approved by GST council. It is applicable on all goods and services above 5% GST.
