But Dish TV is own service of zee. And it's have all rights to distribute encrypted as well as FTA channel through it.

I don't think it's an e-legal broadcast.

If dish TV transmit (rather than zee) another FTA channels as free then it is actionable move for other broadcaster's.

The tragedy is only alignment of free dish is relatively close with it. So other broadcaster's have issue with him.
Otherwise all is fine.
