Govt to launch 50 educational channels

Ahead of Lok Sabha elections, the government will launch 50 educational channels beaming lectures real time to students. Expected to be launched on the next Republic Day, the channels will be free to air, with content from IITs, Central Universities and Indira Gandhi National Open University (IGNOU).
The Pallam Raju-led education ministry is eying over a thousand education channels across streams and disciplines in various Indian languages to reach quality education to the remotest of areas.

While the Union Human Resource Development (HRD) Ministry has been pushing for educational channels for nearly two years now, the Ministry of Information & Broadcasting and the Telecom Regulatory Authority of India (TRAI) have objected, pointing out that no government department is permitted to launch Direct to Home (DTH) channels under the current policies. A Committee of Secretaries has since 2012 been attempting to thrash out a compromise. At a meeting last week by the Cabinet Secretary, it was resolved that HRD Ministry will sign an MoU with Prasar Bharti which will hold broadcasting licence. A consortium of education channels will enter into an agreement with Prasar Bharti for content development. The Department of Space has agreed to lease two transponders.

Each institute will be given Rs 50 lakh by the HRD Ministry from funds with the National Mission on Education through ICT to set up TV studios. "There will be 20-25-minute live lectures by eminent faculty across prominent institutes, and students will be able to put queries to teachers. They will be able to sms queries on a given number and the teacher will be able to answer right away," an official said.

In June 2011, the ministry sought I&B Ministry's nod to launch some 1,000 education channels. The I&B Ministry, in May 2012 declined permission citing new guidelines issued in December 2011. It said permission can only be given to a company registered under the Companies Act.

The Committee of Secretaries led by the Cabinet Secretary set up in 2012 end observed that since the HRD Ministry was seeking the nod for uplinking educational content with public good in mind, the guidelines applicable to firms run on private good should not be applicable to HRD channels.

After several meetings with I&B and Law ministries, the channels got the green signal, senior officials said.

They are launching these from 3 to 4 years ,When GSAT-8 was launched. The question is are going to launch these channels on moon or sun as no satellite is their for 50 channels ?

Yes even i think its only a declaration by the government without checking feasibility of it.

Isro recently launched a g-sat satellite which will be fix at 74 degree east.edusat is already there.they can use it.

Students across the country will be able to hear lectures and interact with academicians on TV as the Human Resource Development (HRD) ministry and public broadcaster Prasar Bharati are planning to start 50 educational channels by May 1 next year.

HRD officials said under this project, which to their knowledge had no parallel across the world, the number of channels would be increased from 50 to 1,000 and has the potential to be viewed on 167 million TV sets and benefiting a population of more than 67 per cent in the country.

As per an agreement signed by Prasar Bharati CEO Jawhar Sircar and HRD secretary Ashok Thakur today, while the public broadcaster will provide expertise in carrying the channels on a DTH platform, the ministry would focus on providing content of the programmes.

The channels will run structured programmes the content of which will originate from institutions like IITs, IGNOU, State Open Universities, Central Universities, NITs. Each channel shall deliver mostly live telecasts, 9 hours a day, which will be repeated in the next 15 hours, HRD officials said.

The channels will carry curriculum based content in almost all subjects being taught in universities and colleges. The would also be available on the internet. The channels will carry a Doordarshan logo and viewers will have to buy a Set Top Box to view them, officials said.

Officials said that the Cabinet Committee on Economic Affairs had in 2009 approved 'National Mission on Education through Information and Communication Technology' or (NME-ICT) under which the launch of 1000 educational channels had been envisaged.

Prasar Bharati CEO Sircar told reporters that the broadcaster was open to partner ministries, departments and organisations for programmes which come under the domain of public service broadcasting. He said Prasar Bharati was not eyeing profits by launching these channels but hoped that the DTH platform would help increase its reach.

Are the 50 channels being added on DD FD platform after increase in channel carrying capacity?
Already there are 3-4 channels running programs from IGNOU & state universities...

So whats new ent channels will be added on FD, means will there be any space left after adding 50 edu channels as FD will be increasing the channel cap to almost 110...
