a question about pack prices.

It is being advertised on tv that star channels are available to cable operators at 30 paise, 60 paise per channel. That means it will b max of Rs 5 for dth providers.
Is it fair enough for them to set a price of an average Rs 15 per channel in their ala carte packs.
Are we people being cheated by them??
