After paying for bharat combo pack still Dishtv charging NCF extra for Rs.118 on my dishtv

The hell serice from dishtv.
I have already subscribed Bharat Combo Pack. Still after adding few Bouquets dishtv charging me Extra NCF of 100+tax. Why should I pay yaar. I have already paid for Bharat Combo which includes the Base NCF.

After talking to them they are telling that if I am adding any extra channel then the NCF will be 10+Tax extra per 10 channels
