& pictures was supposed to be added on 8th Oct 2013 on LCN 173, but today is 10th Oct but it has not been added yet.

You are speaking as if Airtel CEO called you up to tell that & pictures will be added on so and so date/time but they didnt kept up the word.

i think no dth announces the date of adding upcoming channels...first they add then they announce then state the price..
