DTH updates Call blocked at contact center

I have tried reaching to DTH customer care looks like they have blocked my mobile no getting it connected to their IVR. can any one let know on what scenario the call gets blocked reaching at IVR.

Airtel do not respond to the queries, even when i try to call they say "there is some technical problem going on try calling after some time" and this time never comes. And likewise tatasky is so quick and responsive.
