Delay in security clearance prompts MIB to once again issue provisional

With security clearance consuming more time than anticipated and the deadline for Phase III of digital addressable system (DAS) nearing, the Ministry of Information & Broadcasting (MIB) has decided to go back to the system of offering provisional registrations to MSO applicants.

The applicant, however, should not have been convicted by any court of law. Also, applicants who have been denied security clearance earlier will not be considered for provisional registration.

For getting the MSO licence to operate in DAS, the parent or subsidiary company should not have been denied security clearance. Incidentally, the MIB had earlier decided to issue only permanent registrations for DAS areas since the provisional registrations of many multi-system operators (MSOs) had to be cancelled later due to denial of security clearance by the Ministry of home affairs (MHA).

In a notice issued today, the ministry said that there is a provision to issue provisional registration under rule 11E of Cable TV Network Rules 1994.

The ministry clarified that the provisional registration shall not confer any right to the applicant to claim regular registration.

The provisional registration will also stand cancelled in the event regular registration is refused.

The ministry said that a large number of applications for grant of MSO applications have been received and all complete applications have been sent to the MHA.

The MIB has till now received a total of 850 MSO applications for DAS areas. Only 169 applicants have been granted registration.
