Well they can reset that, When they replace the stb, they do it, I think pairing is dome at activation, May be with an STB chip-ID or a chip-id in the CAM, It is the choice of the operator,

yes you are correct , but some old boxes works any card ( means same provider card ) thay did not paired , specially old homecast sundirect stb's ,
