The proposal to monitor patterns, sent to the Telecom Regulatory Authority of India (TRAI) for its comments, has been mooted as the ministry is circumspect about the viewership data collated by Broadcast Audience Research Council (BARC) — a television audience measurement agency. Cable or direct to home service operators do not have information on how subscribers consume content, though BARC, through its BAR-O-meters, collects data directly from channels by watermarking the audio.

If new boxes with Chips , will be replaced with existing boxes , or all new boxes comes with chip ..it might be possible ... But will take time
 
Because of 65,000 crore advertising industry along with the viewing data of DDFreeDish to attract advertisers. It's much like Google analytic data which is tracking you when you visit from one site to other. Just install any anti tracker extension in your browser to see much many companies are tracking you in realtime
 
If I keep settop box on, without watching tv, how government will calculate the ratings:oops::unsure:
