it seems south people also will get HD platinum pack only... is it correct?

if so south add on packages will not be available for them 2 months for free
they will miss suntv,ktv,etc...

May be they have mentioned for north india only in the website, you can ask CC for confirmation about it.

There is no online offer for HD DVR with south platinum hd pack. So you will miss option for 2 free south add-on pack.
But there are already so many south indian channels available in platinum HD pack itself.
Never the less you can buy the extra add-on pack with this offer.
