Help in activating a terminated connection

I had terminated my dish HD connection on april 29.I want to activate it back.The CC says that you need to buy a new connection.In email they say credit rs 250 to activate it,i then pay it via online banking but the online merchant rejects the payment as payment failed.

Can dish force a terminated customer to buy a new kit?.
