As this NHK World HD channel is available as FTA in C band, the cable operators can continue to provide the channel through their networks, even though there is no carriage fee paid from NHK's Indian distributor. It can be continued till the MIB license for this channel is cancelled.
(there are a lot of FTA channels which are included by various cable operators in their distribution network, without carriage fee payment)
Yeah, we got Arirang on ACC Cable in Guwahati.
 
Most of these international chs do pay carriage fee, cable ops do not include fta chs without a reason. Either demand of carriage fee r deciding factors. Also there r many niche chs which prefer staying cable exclusive
