DVBT2 is terrestrial and will have limitations. Providing 550 channels on DVBT2 is not viable options outside major cities. Cost of transmission will be too much and reception is questionable due to buildings etc even in the cities.
For example: it is used in the US extensively in the major cities and number of channels were around 50. You need motorized directional antennas with amp to cover all the available channels in a location. Else depending on your location youay get 25-50% of available channels
Station Results, this shows sample of channels available in Silicon Valley, California. You can see how the stations are located and what kind of antennas are recommended.

I have a suggestion to government if they want to consider. Move all the DTH satellites to one location and offer all the FTA channels from same location. Paid DTH operators can save their bandwidth, FTA channels will get more viewership and paid DTH operators can provide less compressed, high quality pictures with lesser cost. Multiple repeat telecasts of channels can be avoided.

The DTH suggestion which you just provided now has been implemented by law long ago but DTH players are not interested in sharing infra like sat

MIB admits no DTH infra sharing permission sought

Are these channels currently FTA/unencrypted or Soid 6141pro STB is able to decrypt it??
