Seeking Help Not Able to change Base Pack myself

I can't change the base pack myself.
Now I'm with ultra, want to change it to Dhamaka199. Tried numerous times, but there is error coming as 'You are eligible for two free regional packs' and I can't proceed further. Please help.

Bro remove 1 of any 2 regional language & then downgrade package.

On 199 pack only 1 regional package available

I can't even Downgrade to DMP. Yesterday I downgraded to Dhamaka199 by calling CC. After that I was unable to upgrade also. Again I contacted CC to upgrade.
