Should Sports Networks have Regional Channels?

Another law for mandatory FTA so that the pay broadcaster re-evaluates the price he is going to pay while the FTA broadcaster also pays the rightful amount to the host. This model has been prevelant for so many years and successfull in the countries like UK & Australia. The viewer also gets a choice to choose where to watch.
Good suggestion. But why doesn't industry suggest this to govt? They won't.
I am telling you why. private tv Channels are happy with existing arrangement of free only of freedish, paid on other platform. Mandatory fta law will erode their subscription revenue.
But this time apv took it too far. TV industry is too big to ignore.
Fancode must be smiling somewhere.
 
So neither did Doordarshan sign any agreement with Amazon to provide tge series across all platforms nor did DTH operators enter into any such agreement with Amazon to make series available vis DD Sports 1.0 to its subscribers and above all there no notification passed by government to make the series available across all platforms. Also broadcasters did not raise any issue related to Sports Act which makes it mandatory for private channels holding certain sports rights to share the feed with Doordarshan.

Here is what actually transpired

Amazon bought both the TV and OTT rights for New Zealand Cricket. As India was touring New Zealand hence somehow Doordarshan needed to provide these matches on DD Sports and Sports Act rules were not applicable here as same apply only to private TV Channels holding the rights so Amazon was not bound to share the feed with DD.
Now Doordarsrhan therefore entered into a special agreement with Amazon whereby they will be air these matches on DD Free Dish, this most probably would have been a monetary deal and Doordarshan would have paid money for getting these TV rights just for DD Free Dish viewers.

Now Dish TV and Siti Cable which both belong to Essel Group which also runs Zee Network Channels, they raised objection to this and pointed out that under Cable TV and Services Regulation Act any broadcaster cannot be discriminatory in providing access to its content on just 1 particular platform, they also stated that Doordarshan had been making available DD Sports in encrypted manner to them since 2013 which was allowed. TDSAT find merit in the case put forward by Dish TV and directed Doordarshan to provide unencrypted feed to Dish TV and Siti Cable till the matter is being heard.

So Doordarshan had to provide DD Sports 1.0 to all DTH / Cable TV Platforms and hence the whole relevance of having 1.0 feed was lost so they aired match even on regular DD Sports feed.

Now some of the members r saying DD is in the wrong and they should not be allowed to air matches across all platforms if they have not acquired TV rights for the same but as i have stated Doordarshan has no role to play in this. Amazon won't have allowed that to happen in any case.

It us actually the Cable and DTH Platforms which have invoked already existent rules in the Cable TV Regulation Act 1995 which lead to Doordarshan making available the series across all platforms.

What is the solution so that in near future private broadcasters or OTT platforms do not face any losses when they buy rights of some sporting event. Government can bring in any of these changes

- Make amendments in Sports Act and add a point that incase OTT Platforms hold the exclusive TV rights of a sporting event and same falls under the list of important events for which feed need to be shared with DD then said OTT platform will be binded to make all such matches available to DD on revenue sharing basis....DD would have to share 75% of ad revenue generated during telecast of such events with the OTT platform.

- in an event where OTT platforms hold exclusive TV Rights, Doordarshan should buy the rights from OTT platform and make the matches available to all viewers

- If OTT platform holds TV rights of a sporting event then it should share the feed with DD and it should be available exclusively on DD Fee Dish and DD Terrestrial Platforms while the OTT platform should work out a similar agreement with a private sports broadcaster to make the event also available on Pay TV platforms.
 
My point is If you bid for digital streaming as well as tv broadcast rights, but don't broadcast at all on tv then it is like a deliberate tv blackout. National importance event can't be OTT exclusive. There is law for it, deal with it.
Nobody asked anyone to bid aggressively, its their own choice. Keep this freeloader argument aside because feed has to be shared by law since 2007. Again i say law doesn't limit it to freedish. Just sc did so to protect private channel. There is no private channel in this case.

Actually in 2017 amendment was made in the law and now it restricts telecast of such events on DD Sports on just DD Free Dish and DD Terrestrial Platforms
 
It's not OTT exclusive as it was already being shared on DD Freedish. And the freeloader argument still stands even if there's a law. What if these private broadcasters stop procuring these premium rights altogether. Will the government step in and purchase the rights for the sake of 'national interest'? I guess the answer is no. Why not make such laws like those in the UK and Australia, where it is mandatory to broadcast sporting events Free to Air? Let DD Bid for free to air rights like BBC and Channel 7 do in the UK and Australia respectively?

Your point of holding TV rights and still not broadcasting would be valid if Prime owned a TV Channel in India. They may have entered into private negotitiations but may not have been able to secure a justifiable amount.

Buddy in many developed foreign countries too there are laws which mandate that private sports broadcasters have to make some events available on Free To Air channels and in such cases FTA do not pay any money acquire or get access to such rights

The point u r raising in entirely different, there r some FTA which do bid for rights for various events in such countries but let us not forget that there is licence fee which people have to pay each month towards these public service broadcasters hence they generate good amount of revenue, same is not the case with Doordarshan hence u say an ad revenue sharing model which has been implemented in India for such sharing agreements. The Freeloading agreement is totally invalid as DD is paying money to concerned private sports broadcaster or OTT platforms. In many cases Doordarshan also buys rights for such events. Also if private broadcasters still are not convinced then why don't they themselves launch exclusive sports channels on DD Free Dish and air the concerned matches on it.

For India Vs New Zealand series too Doordarshan entered a special arrangement with Amazon which would be either of the two that i have listed above

What if Amazon scrap their pact with DD Sports on airing the matches on DD Sports1.0 then even if they share DD Sports1.0 feed with Dish and SITI, the matches wont be shown live on TV
