Tata Sky HD weird issue on midnight

But when I checked Tata sky live tv and checked if there is any stuck and play I noticed that that when there is freeze in tv in mobile there is an back and forward movement of time in live tv I thing that the Tata sky is having some frame rate missing so this happens

No I just changed the channel and it came and I just watched what program is there and I noticed there is freezing
