Even if they get license its a big question if they would ever serve the Chennai people. So it makes no difference for the Chennai people.

If things get bad LCO's can easily move to another MSO without causing much issues to the subscribers as over 90-95% of TN cable is still under analogue so no loss of investments for the subscribers.

How bro they need to spend money for set top box na? Do mso's have this much set top box in Stock?

I don't know if they have that many STB on stock, but definitely they have more than enough money to spend on free STB  (or at-least low cost STB). ;)
