Does directly connecting a switch on stb cable end to lnb damages tuner of stb?
 
Which type of switch do you mean to say? What is the end goal?
 
Please read it as “power on stb” not any switch
 
If you mean to say whether hot-swapping is recommended - then no. There is a good chance of short circuit to ground, which might indeed damage the tuner and/or LNB. Usually electronic components are protected against these human errors. But it's not worth anyway.
 
Why signal quality are fluctuate in a large way that is from 60-80 percentage in dd free dish.Is it lnb problem or set top box problem

May be stb tuner problem when I connect old stb it has no problems and the technician checked with his meter it shows stable signal.But another thing that am noticed is that for some frequency there is no fluctuations in signal mpeg4 Tps.How a stb tuner get faulty-Any reasons

Just like any other electronic device, voltage surge might damage the STB/tuner. There are multiple other factors, but it eventually boils down to the quality of components used inside.

But for mpeg4 signals the tuner is steady and mpeg2 signal fluctuations occur
 
Tuner does not understand whether the encapsulated data is MPEG-2 or MPEG-4. It works with frequencies. Once the fault arises, one or more frequency ranges (read: transponders) could show issues.
