The satellite which tatasky is using (Insat 4A I guess) doesn't have any more active TPs. They waited a long time to get additional TPs from ISRO or change satellite (GSAT 10) but none worked. So they had to migrate to MPEG 4 investing so much money.

On the other hand d2h broadcasts using Singapore Telecom ST 2 satellite which has 41 KU band TPs. It was assumed that d2h will face space crunch coz it had only 8 TPs on that satellite which cover India. But ST2 was technically capable to readjust some of the TPs. So on request from D2H they were able to get 2 more TPs.

Well its not an easy thing to get TPs. More than money it boils down to availability and practical possibility. If you take Dish TV example they are broadcasting using three satellites. Soon Airtel may do the same thing with SES 8.

D2H is just lucky/smart enough to get ST2 with a flexibility to readjust TPs. Previously they used ST1 which was replaced by Singapore Telecom with ST2 at same location. It is estimated to have a life time of 15 years.

ISRO approved tps for other dths but not for tata sky? Have 900 crore money for mpeg4 migration but not able get tps?

but gsat 10 is successful and insat 4a has been shut down in 2017
 
Turns out my guess was right!! Tatasky still relies on INSAT 4A which has only 12 KU band TPs. They were supposed to get some more space on GSAT 10 which again has 12 KU band TPs. But for some reason ISRO couldn't allocate them any space on that satellite. Both these satellites are positioned at 83 degrees East. So tatasky wouldn't require any realignment of their dish if they get space on it. Check out this article published on July 3rd, 2013
