Why dont govt allow private terrestrial broadcasting in india

hi,

Just wondering why is that india does not allow private television channels to be broadcasted in terrestrial mode. Why is that all the terrestrial broadcasts are with Doordarshan. Most of the countries allow private broadcasters to broadcast also in terrestrial mode, but in india its not allowed.

Any thoughts and ideas?
