The answer might be
Star is not interested in smaller regional markets like punjabi, bhojpuri, gujrathi, odia.

They're already present in all major markets Tamil, telugu, kannada, Malayalam, Marathi, Bangla. From which they can get good ratings & revenue.

Besides this, they're already in talks with Disney for sellout. Even if the deal fails they'll not launch for above mentioned reasons.
