Arasu Cable TV to offer 200 channels at Rs 125

தமிழ்நாடு அரசு கேபிள் டி.வி.யில் 125 ரூபாய் கட்டணத்தில் 200 சேனல்கள் பார்க்கும் வகையில் செட்டாப் பாக்ஸ் வழங்குவதற்கு கேபிள் டிவி நிறுவனம் ஏற்பாடு செய்து வருகிறது.

சென்னை:

தமிழ்நாட்டில் அரசு கேபிள் டி.வி. நிறுவனத்துக்கு டிஜிட்டல் ஒளிபரப்பு உரிமத்தை மத்திய தொலை தொடர்பு ஆணையமான ‘டிராய்’ வழங்கி உள்ளது.

இதைத் தொடர்ந்து தமிழகத்தில் டிஜிட்டல் கேபிள் டி.வி. சேவையை விரைந்து வழங்குவதற்காக 70 லட்சம் ‘செட்டாப் பாக்ஸ்’ கொள்முதல் செய்வதற்காக 6-5-17 அன்று உலகளாவிய ஒப்பந்தப்புள்ளி கோரப்பட்டு உள்ளது.

டிஜிட்டல் சேவை மூலமாக, தனியார் நிறுவனங்களை விட அதிக சேனல்களை தரவும் அரசு கேபிள் டி.வி. முடிவு செய்துள்ளது. இதனால் தற்போதைய கட்டணம் 70 ரூபாய் இரு மடங்காக உயருகிறது.

இது தொடர்பாக கேபிள் டி.வி. அதிகாரிகள் கூறியதாவது:-

கேபிள் வாடிக்கையாளர்களுக்கு 130 ரூபாயில் மாத கட்டணத்தில் குறைந்தது 100 சேனல்கள் தர வேண்டும் என்று டிராய் அறிவித்துள்ளது.

அதற்கு மேல் சேனல்களை பார்க்க விரும்பினால் கூடுதல் செலவு செய்து அதிக சேனல்களை பெறலாம்.

இதன் அடிப்படையில் அரசு கேபிள் டி.வி. வாடிக்கையாளர்களுக்கு 130 ரூபாய்க்குள் குறைந்தபட்ச கட்டணம் நிர்ணயிக்கப்பட வேண்டும். ஆனால் 125 ரூபாயாக கட்டணம் நிர்ணயித்து 200 சேனல்களை பார்க்கும் வகையில் செட்டாப் பாக்ஸ் வழங்கலாமா என்று ஆலோசித்து வருகிறோம். ஜூலை 15-ந்தேதிக்குள் டிஜிட்டல் சேவை மக்களுக்கு கிடைக்கும் வகையில் ஏற்பாடுகள் நடந்து வருகிறது.

இவ்வாறு அவர்கள் தெரிவித்தனர்.

Trai has announced that MSO will have to offer at least 100 channels per month at a rate of 130 rupees per customers.

Additional channels can be subscribed at additional cost.

We are considering to offer set up box for 200 channels at 125 rupees. Arrangements are being made to reach the digital service people by July 15.

Affordability reason for granting DAS licence to Arasu: Naidu

Affordability was the main factor behind granting Digital Addressable System (DAS) licence to Tamil Nadu Arasu Cable TV Corporation Ltd (TACTV), Union Minister for Information and Broadcasting Venkaiah Naidu has said.

The Centre granted the licence to Arasu Cable last month. The move surprised many as it goes against Telecom Regulatory Authority of India recommendations of entry of State governments in broadcasting or distribution of TV channels. The issue of DAS licence to Arasu Cable was a long-pending one and was pursued strongly by former Chief Minister Jayalalithaa.

“Affordability was the major factor granting the licence. Lot of customers would benefit from low cost of service,” Mr. Naidu told reporters at an event of All India Radio in Chennai.

He also said there were concerns about conflict of interest, but hoped that the State government would be mindful of the issue amid competition.

Mr. Naidu, who is also Union Minister of Urban Development, Housing and Urban Poverty Alleviation, said he would be holding a review meeting with Chief Minister Edappadi K. Palaniswami on Sunday.

To a question on whether presidential elections are on the agenda, Mr. Naidu said no.

He also said the Information and Broadcasting Ministry is working to strengthen Radio and Doordarshan amid increasing competition.

இதுதொடர்பாக அரசு கேபிள் டிவி நிறுவனத்தின் மேலாண் இயக்குநர் ஜெ.குமரகுருபரன் கூறியதாவது:

பொதுமக்களுக்கு எஸ்டி, எச்டி ஆகிய 2 வகையான செட்டாப் பாக்ஸ்களில் எது தேவை தேவை என அறிந்து பதிவு செய்ய கேபிள் ஆபரேட்டர்கள் கூடுதல் அவகாசம் கேட்டுள்ளனர். எனவே, இந்த அவகாசம் மே 21 வரை நீட்டிக்கப்பட்டுள்ளது.

மேலும், ஆபரேட்டர்கள் மாவட்ட அளவிலான மையத்தில் இருந்து இணைப்பு பெற்று, பொதுமக்களுக்கு கேபிள் இணைப்புகளை வழங்கி வருகின் றனர். இனி, தாலுகாதோறும் மையங்கள் ஏற்படுத்தப்பட உள்ளன.

Local Cable TV operators have requested about 38 lakh setup boxes by the state cable TV company. For public demand, the registration period is extended till May 21.

Tamil Nadu government cable TV company has 70 lakh cable TV subscribers. The company has requested the company to purchase the setup boxes for digital broadcasting, following the license for digital broadcast license for the company.

Local cable operators have been informed that they will be informed by the state cable on May 14 (today) about the number of SD and HD setup boxes they need. In this case, the time has been extended till May 21.

Managing Director of Cable TV Company J. Kumara Kuruparan said:

The LCO that has already registered as local cable operator with the company's digital cable, will have to register with the company for DAS. They were then advised to report on the website (www.tactv.in) on the number of SD and HD setup boxes required by May 14. Cable operators have so far filed for demanding 38 lakh setup boxes.

Cable operators have asked for more time to record the need for two types of setup boxes for SD and HD for the public. So this time is extended till May 21.

In addition, operators have been able to connect to the district level center and provide cable connections to the public. Now, the centers will be set up.

Therefore, the operators should inform the website on May 21, the date on which you want to get a broadcast signal.

Arasu Cable gets 5 bids for free STBs.

Cable corporation hopes to distribute the equipment in a couple of months.

The Tamil Nadu Arasu Cable TV Corporation Ltd (TACTV) has received five bids to provide free ‘set top boxes’ (STBs) to nearly 75 lakh subscribers. TACTV had issued a global tender in May for supply of STBs.

The cable corporation will now scrutinise the bids and the prequalification documents. Following this, the technical specifications will be verified on a file by file basis, and the sample boxes submitted to Arasu Cable will be sent to a Government of India (GoI) approved laboratory for testing.

Opening of bids

Once the documents are examined, TACTV will decide on the qualified bidders, and those found eligible will be called on a specific date. On the specified date, the price bids will be opened in the presence of the qualified bidders and the winner will be announced.

“It will take at least about two weeks for the process to be completed. A clearer picture will emerge by the end of this month,” a senior official from TACTV told The Hindu.

TACTV, in fact, had to extend the deadline for submitting the bids after many potential bidders raised a number of queries and issues during a meeting held in mid-May. The bids finally closed at 3 p.m. on Wednesday.

The cable corporation hopes to start the process of distributing the STBs in a couple of months.

“We’ll decide on how to go about the process. May be we can start off distributing the STBs in Chennai first and roll it out across the State in phases; but these things have to be thrashed out,” the official said.

During the run-up to the Assembly polls last year, former Chief Minister Jayalalithaa, in her party’s election manifesto, had promised to provide free STBs to subscribers of Arasu Cable.

Blackouts ruled out

Many private multi-system operators are wary of the plan as they feel provision of free STBs makes the field unequal, and they would have to either subsidise their STBs or provide them free to subscribers.

A couple of multi-system operators had told The Hindu last month that they are working on such a plan though it would affect them financially.

Meanwhile, with instances of local cable operators reportedly blacking out channels that are critical of the government, Arasu Cable officials say it would no longer be possible once STBs are installed.

“We have not got any reports of blackouts. But, in just about a month, the local cable operators will not be able to cut off any channel that is being offered on our platform.

“Everything will be controlled from our primary headend. So, it will be impossible for anyone to blackout any channel,” the official said.

In the recent past, subscribers, especially from the southern districts, have complained of channels either being moved down on Arasu Cable or blacked out, for carrying news critical of the government.
