I think it is for those customers who till now didn't switch over to new trai regime. For then TS will automatically switched them over to their next ' best fit pack's as directed by TRAI.

By power on, do they mean keep the STB in Standby mode (Red light) on or in literally ON mode (Green light) as in when I’m viewing TV itself ?

I don’t think that’s an option. As they will be migrating all the customers, sooner or later people who haven’t showed any opinions will also get migrated eventually.

Mine got migrated in feb2 itself but CN,pogo & times was not working but everything fine now as I choose..
