Since you want HD channels at a budget of 300-400 i would suggest you DiSh NXT HD Premium, subscribe to Punjabi tadka at ₹ 100 + Full on HD( https://www.dishtv.in/dth-packages/full-on-hd-MTF8MjU3OTY=.aspx )at ₹225 total= 325 , tata sky have HD access fee you have to pay extra for watching hd channels. Currently Recording is free for NXT HD boxes in Dishtv. Anyway the final Decision is yours.

Tata sky does have its own advantage, you can watch tv online and they have excellent CC but it will be way out of your pocket if your budget is 300-400. Better you compare packs of all the dth providers.

Adtv if you're price concious and worry about quality
Tata sky if you want quality and not price concious
