Bro has a dish TV international dealer I have activated many VCs in less than 10 mins through dish TV website. Most likely your dealer is playing with you bro. :huh

Bro most likely your dealer have not submitted your documents to the dish TV office may be that's the reason your vc is still not activated. But without being a dealer you can't activate your vc by yourself. Just call your dealer and ask for refund surely within 10 mins your VC will be activated
