Not possible.. if that's the case, they wouldn't have shutdown these channels. What will they achieve by offering hd channels FTA? Also if such channels become available on platform like dd freedish then most of the people will obviously go for dd freedish. On the other hand, if it becomes available in FTA bouquets then also broadcasters will not get benefit only operators will get benefited. So just forget it.

This is the licences list, contains channels not launched also.

I highly doubt this because it contains channels which are already shutdowned & channels which are not yet launched, only got the license.
Overall, it's a list of channels which are FTA & whose details are not available from the broadcaster end.

same question I asked earlier to @SarfaRaZ bro he said sony channels and few channels are either shutdown(still license is valid) or broadcaster not announced the channel price thats why they listed in that list
