After Launching Of MNP, looks like TRAI is working towards to bring Interoperability to DTH Set top Boxes. But No,
Because Competition Commission of India Reject the interoperability for DTH,

Cc Say "We have found that even the price of a CAM card, which is very scarce in the market, is much higher than the price of a set-top box. This will permit the DTH operators to continue as it is without the CI enabled CAM & STBs as had been directed in the government guidelines for DTH licensing."

Even the TRAI recommend the interoperability, the DTH players will not allow this to become reality. We have seen lots of delay in MNP in mobiles.
