It should be calculated like (votes for the channel /total no of votes * 100) For example 3/19*100 = 15.78%. It should be consider for total no of votes not for total number of voters.

It calculates like that might be due to two votes allowed for each voter

That would just mean that the channel got 15% of total votes.

From the image you posted for Zee Tamil 3 votes from 12 voters so 3/12 0.25×100 = 25%

This method proves that the channel has 25% viewership. And ofcourse that's what we wanted to know. Right?
