Sun Network has a pack which has all its channels under one bouquet. Does all networks have similar packs that contain all their channels? And, are DTH platforms allowed to create mixed bouquets? Or; offer discounts on multiple bouquets being subscribed to?

Only Sun Network has all 4 regional channels in one boquet. Other networks have clubbed only two regional channels in one boquet. DTH are allowed to create mixed bouquets by taking channels on Ala-Carte basis. DTHs can offer discounts on Broadcasters Bouquets but right now all are charging MRP only
 
There should've been a rule that every broadcaster must create the maximum pack with each and every channel that they offer.

So what would Tata Sky do to compensate the Platinum HD pack?

DTHs are thinking some popular channels / bouquets only subscribed in TRAI era, then margins will be less from those.
 
MUMBAI: TV broadcast major ZEE has revised the price of its Zee Family Pack and ZEE All-in-One pack. The Zee Family Pack’s price has been reduced by Rs 6 to Rs 39 while the Zee All-in-One pack has seen a Rs 1 reduction in its price to Rs 59.

The broadcaster has dropped one channel from the Zee Family Pack. It is offering 23 channels compared to the 24 channels earlier. Similarly, Zee All-in-One will offer 26 channels compared to the 26 channels earlier

So rates already started reducing even before 1st Feb,19 major change I saw & pictures by Zee entertainment network channel price reduced to Rs 6 from Rs10, like this many channals can not hold to this Rs19 per SD channel pricing, they all will come below Rs10 in no time max 3 months

They might have reduced after seeing packaging selection from Dish tv and videocon dth
