Breaking Victers channel going to 24 hour broadcasting

Victers TV IT@School(Malayalam educational channel) started testing 24 hour broadcasting from Insat 4C(74 Degree East 16667 V 2000).

Very good decisoin It is a very valuable channel with rich content programmes for all types of students. But this channel only available in major cables services . Why not DTHs add this channels their platform.

It is mandatory for all cable networks in Kerala to carry Victers channel.
DTH could add as it is an FTA.
But, being a government channel, no carriage fee can be expected.
