TRAI issues new set of conditions for Mobile Number Portability

TRAI has yesterday issued a public notice notifying a new set of conditions for the Mobile Number Portability (MNP) process.

Under the revised MNP process, porting to another operator within the same circle will be completed within three working days, and if porting to another circle, it will be completed within five working days. However, there is no change in the porting timelines for corporate mobile connections.

Unique Porting Code (UPC) will be valid for four days for all service areas except Jammu and Kashmir, Assam and North East, where it will be valid for 30 days. UPC will be generated only when the subscriber is eligible to port his mobile number.

TRAI states the following conditions that determine whether the subscriber is eligible to port his mobile number.

  • For postpaid mobile users, the subscriber has cleared all the outstanding dues towards the existing service provider.
  • Subscriber’s active status in the current network operator should not be less than 90 days.
  • Request for change of ownership of mobile number is not in the process.
  • The porting of the mobile number is not prohibited by the court of law.
  • The mobile number sought to be ported is not sub-judice.
  • There is no pending contractual obligation(s) to be fulfilled by the subscriber as per the exit clause provided in the subscriber agreement.

The revised MNP process will come in effect from December 16, 2019. During the migration period, from December 10 to 15, MNP will not be available and UPC will not be generated during that period.
