TRAI releases CP on MIB back reference on TRAI’s recommendations for Regulatory Framework on Platform Services

The Telecom Regulatory Authority of India (TRAI) today issued the consultation paper on MIB back reference on TRAI’s recommendations on “Regulatory Framework for Platform Services” and MIB reference on TRAI’s recommendations on “Platform Services offered by DTH Operators” dated 13th November 2019.

The Ministry on 23th October 2020 referred back TRAI’s recommendations for reconsideration of the recommendations that have been approved with modifications. The Ministry vide another letter on the same date proposed to adopt the certain recommendations on four issues, in respect of Platform Services offered by MSOs also by appropriately by replacing the word “DTH” with “MSO” and requested TRAI to furnish their views on the proposal.

TRAI’s 2014 Recommendations Approved/Rejected with modifications by Inter-Ministerial Committee (IMC)

  • Anybody registered as a distribution platform operator (DPO) either with MIB or with the post office shall be eligible to carry Platform Service channels
  • MSOs will be permitted to operate to a maximum of 5%, and LCOs to a maximum of 1% of the total permitted satellite channel being carried by them as permitted PS channels without any upper limit
  • MIB will obtain a security clearance of all MSOs/LCOs who wish to offer PS and were not MHA security cleared at the time of registration while they run their PS

The Ministry has proposed TRAI to adopt certain recommendations in respect of Platform Services offered by MSOs/LCOs also by replacing by word “DTH” by “MSO/LCO” wherever required to have uniformity of guidelines in both segments.

TRAI in line with its practice has issued a consultation process for seeking comments from the stakeholders post which the regulator will provide its recommendations on the above-mentioned letters to MIB.
