If you mean to say whether hot-swapping is recommended - then no. There is a good chance of short circuit to ground, which might indeed damage the tuner and/or LNB. Usually electronic components are protected against these human errors. But it's not worth anyway.

Tuner does not understand whether the encapsulated data is MPEG-2 or MPEG-4. It works with frequencies. Once the fault arises, one or more frequency ranges (read: transponders) could show issues.
