The Information and Broadcasting Ministry Monday said 68 percent digitisation of the Cable TV households has been completed in the four metros of Delhi, Mumbai, Kolkata and Chennai.

The ministry is aiming at completing digitisation of cable sector in the four metros by October 31 and in the rest of the country by December 2014.

"A recent review of the digitisation progress by the I & B Ministry has revealed that 68 percent Cable TV digitisation has already been achieved in the four metro cities of Delhi, Mumbai, Kolkata and Chennai," a ministry statement said.

It claimed that city wise, the achievement of digitisation in Mumbai is 95 percent, in Kolkata 67 percent, in Delhi 53 percent and in Chennai 49 percent.

Officials said installation of Set Top Boxes in Cable TV homes is one of the most crucial pre-conditions for the digital switch over and with just six weeks remaining, the ministry was constantly reviewing the progress.

The ministry said that as per 2011 census data, the average TV penetration in the four metros is about 80 percent.

According to the census data, of the 103.76 lakh households in Mumbai, Delhi, Kolkata and Chennai, 82.59 lakh have TV sets of which 25.59 lakh households have Direct To Home (DTH) connection.

The ministry said out of the 68.40 lakh cable subscribers who needed set top boxes in the four metros, 46.71 lakh households have already got them, marking 68 percent coverage.

The achievement of digitisation will go up to 77 percent if figures of 25.59 lakh households that already have Direct To Home (DTH) connection are added, the ministry said.

Officials said while the ministry had been earlier estimating the extent of digitisation on industry figures, it was now doing so on the more reliable census data.

The I&B ministry is also launching a publicity campaign in electronic and print media to take awareness to the doorsteps of people.

Senior officials of the ministry have said that the October 31 deadline for digitisation of Cable TV in the four metros will not be extended. It has already been postponed one by four months from June 30 to October 31, they said.

I&B Ministry: 68% Cable TV Digitization Achieved in 4 Metros

Ministry of Information and Broadcasting has stated that 68% of Cable TV digitization has been achieved in four metro cities of Delhi, Mumbai, Kolkata and Chennai. This announcement was made after a recent review of the digitization progress by the ministry in the four metros, where digitization of cable TV has been made mandatory by October 31, 2012.

Methodology: The ministry noted that the review was done based on the 2011 Census data related to the total households, TV penetration, and households having television sets in the country and the data received from Multi System Operators (MSO) and Direct-To-Home (DTH) operators.

I&B ministry mentioned that there are 103.76 households in these metros, according to the Census 2011 data. Considering an average 80% TV penetration among these metros and a 20% additional provision for multiple TVs installed in home & offices, there are 68.40 lakh cable TV subscribers in these four metros who should install a set top box, while there are only 46.71 lakh Set Top Boxes installed, resulting in a total 68% cable TV penetration, with six weeks to go for the Oct 31 deadline.

Note that this calculation doesn’t take DTH subscribers into account. The ministry notes that if DTH subscribers, which accounts to 25.59 lakh subscribers in these four metro, are taken into account, the percentage of digitization goes up from 68% to 77%.

Metro-wise Breakdown: Among the four metros, Mumbai has achieved the highest level of digitization with a 95% digitization level, followed by Kolkata with 67% digitization level, Delhi with 53% digitization level and Chennai with 49% digitization level. If DTH subscribers are considered, Mumbai’s digitization level marginally increases to 96%, while Chennai’s digitization level shoots up to 77%. The digitization level of Kolkata and Delhi increases to 72% and 65% respectively.

No Extension in Deadline: Ministry’s senior officials also noted that there will be no further deadline extension for digitization of cable TV, and the task will be completed within the allotted time frame, with active support from all stake holders.

I&B Ministry has previously extended the deadline for digitization of cable TV in the four metros- Delhi, Mumbai, Kolkata and Chennai, by four months from June 30, 2012 to October 30, 2012. The ministry had mentioned that the installation of set top boxes, which are essential for receiving the digital broadcasts, had not picked up speed since TRAI’s orders on Tariff & Interconnection, and quality of service & consumer complaints redressal were issued late, due to which their implementation was yet to take place.

TRAI had issued the regulations on Tariff & Interconnection only on April 30, 2012 instead of being issued in January, 2012 while the Quality of Service Regulations and the Consumer Complaint Redressal Regulations were issued on May 14, 2012.

With the first phase digitization deadline of 31st October approaching, Delhi government has announced the completion of 73% of the digitization process.The announcement was made when Information &Broadcasting Minister Smt. Ambika Soni meets Delhi CM Sheila Dixit to review digitisation progress.

The figures highlighted that in Delhi, 14.74 Lakhs Set Top Boxes (STBs) have already been installed as against the target of 24.74 lakhs, thereby achieving 60% target. If DTH is also taken into consideration, then the digitization progress is about 70% as 8.77 lakh people in Delhi have already subscribed to DTH services. Delhi has shown good pace of installation of STBs in the last one month and currently about 15000 STBs are being installed per day in the city.

Along with it, 4 National-level Multi System Operators (MSOs) viz., DEN, Digi Cable, Hathway, WWIL have also announced rates for consumer packages for Digital Cable. As per TRAI’s stipulation, the Basic Service Tier (BST) consisting of atleast 100 channels for Rs.100 has also been announced by some of them.

Further to boost up the digitization process the consumers will also be given the option of choosing channels from a la carte list. MSOs had earlier announced a combined promotional rate of STB for Rs.799/-. MSOs have also announced consumer Care Service wherein Toll Free numbers including consumer charters have also been made available on the respective website.

The Chief Minister of NCT of Delhi also assured the Minister of Information and Broadcasting of full support of the Delhi Government for the digitization exercise.Further she also asked the Chief Secretary to ask all SDMs to convene meetings with stakeholders to achieve digitization roadmap well within the time.
