Can VC Number be changed?

My reciever: dishtv hd

Can the vc number on the card be changed?

I mean i read many comments not posting the v c number or the login details to dishtv in public.

Well is it that it could be changed? or used by other users on dishtv? And they will have a free access to watch dishtv?

Im not clear about it,

can anyone please elaborate on it ?
