D2h charges 20Rs for downgrading?

I had free viewing promotional package for 2 months which was expiring today. So had to downgrade the package online and immediately got SMS that I will be charged 20Rs per month for downgrading.. :dodgy

Is this the case evry month???:'(
or is it just once since I plan to stick to new base package now:huh

Long ago, dishTV used to charge downgrade charge.

Never heard d2h also have this faltu policy.
