Do HD DVR users have to pay Rs. 30 for recording rights?

Hi,
Im planning to upgrade my HD connection to HD DVR 1000GB. Do DVR users also have to pay Rs. 30 extra per month for recording rights? We need to pay for unlimited USB recording in 2011 or 2222 box.

Also the price of upgrading HD to HD DVR seems to be same as buying new HD DVR as per d2h site. Any comments on this would also be helpful.
