The department of space (DoS) and its research and development arm Indian Space Research Organisation (ISRO) is initiating efforts to migrate private direct to home (DTH) operators to Indian satellites from foreign satellites.

Rathore also informed that DTH operators are using 42 transponders from indigenous satellites and about 67 transponders are leased from foreign satellites.

Need not be so. Because these dth companies are not signing the agreement with the private satellites. Its the commercial wing of DOS/ISRO which takes the TPs from foreign (private) satellites and provide to our dth companies.
There is no lock-in period for these TPs. As soon as TPs become available in India owned sats, the dth operators can be switched to our own sats, canceling the leased TPs
