I think their could be some reason behind this

1. Prasar Bharati sent them notice.
2. DishTV plans to lease the entire South Asia capacity of SES-12.
3. Freesat planning for illigal stream of Indian sports.
 
Freesat Srilanka officially started from Express AM 7
Freesat SL will began their regular transmission from 01 November on Express AM7

Prasar Bharati Can't Send Notice, Its Possible Only From MIB Subject To Some Terms And Conditions

If Channels Are Encrypted Then Even MIB Can't Do Anything So, This Is Not The Reason! Because Express AM7 One Of Ku-Band Beam Covers Entire India And SL.

It's Really Bad, Downgrading From 54 Mhz Transponder To 36 Mhz Transponder
