I dont know about the STB details but I think you can connect STB to PC using capture card.

If an STB output cable to the TV is same as a cable tv cable then a TV Tuner Card on the PC should alone help.

Cable Tv Cable >> STB >> Tuner Card installed PC >> Tuner Card software on PC will help switching on and off cable tv.
