Seeking Help How to get birth certificate without PICME id in Tamilnadu?

My wife had find pregnancy in august 2017.we went to a private nursing home for checkup.

Doctor said that baby has sign of chromosome abnormalities.

So they made lot of tests.
So we cant regist in PHC in my village.

she delivered a male baby at 7nth month (preterm baby) at 3rd jan2018.

So cant get PICME Id.

Hospital staffs told me that without picme id can't get birth certificate in tamilnadu.

How can i get picme id and get birth certificate?
