Yes India Vs West Indies live on Doordarshan. The entire series is live. The commentary will be alternately in Hindi and English. Special pre match, mid match and post match wrap up show Fourth Umpire hosted jointly by Kanupriya Saigal and Atul Wassan will also be there. The panels of expert might include Dilip Vengsarkar, Mohinder Amarnath and others. Source: Doordarshan official website.

I think Sony Network made a deal with Doordarshan to get the advertisement because of low viewerahip of series because of time factor. Mostly matches will be late night in India :(

As per Law the ODI matches has to be shared with Doordarshan let it be Star or Sony.There is some ratio fixed where doordarshan pays the broadcaster accordingly.Its Doordarshan perogative entirely to show the broadcast.
 
Good news because DD National available on all packages of all dth.

Law states matches of national importance, it does not states ODI so it may include T20 as well as Test cricket also. It all depends on whether DD wants to telecast it or not.

DD gets 25% revenue where as Main broadcaster gets 75%
 
That law doesn't cover all the series of team India. If u notice that many series of team India out of India were not covered by DD National. Specially test matches. Sony Network knows that the viewership will be very low for this series that's why they want to get maximum money from advertisement contract shared with Doordarshan.

All official One-Day and Twenty-20 matches played by the Indian Men’s Cricket Team will henceforth have to be shared by the rights holder with the public broadcaster Prasar Bharati under the Sports Broadcasting Signals (Mandatory Sharing with Prasar Bharati) Act 2007. Gazette notification issued on 22 October 2016 and placed in the Information and Broadcasting Ministry website also says this includes "such Test matches as are considered to be of high public interest by the Central Government".
n addition, the notification says this also includes Semi-finals and finals of Men’s World Cup and International Cricket Council Championship Trophy wll also figure among the the sporting events of national importance with respect to cricket.

The notification has been issued by the Government under Section 2 (1) of the Act read with Rule 6(1) of the Sports Broadcast Signals (Mandatory Sharing with Prasar Bharati) Rules 2007.

The notification says this is in supersession of the notification of the Government of 23 August 2012.

A Ministry source told indintelevision.com that the notification had been issued in view of some cases filed earlier in the different courts and to avoid further litigation with regard to sharing the feed with All India Radio and Doordarshan with regard to cricket.

DD won't gain from low profile matches much, so they just skip citing some official function live telecast. They get just 25%.
Once they had telecasted a test series with ads coming after 5-6overs or more. That would have been a disaster. After that I don't think they telecasted tests.
Also, according to the law, Highlights of tests should be shown next day. They did for some days and later don't show that too. (Maybe corruption).
 
I remember, DD used to telecast first and last 1/2 hours of test match days (matches played in India). We didn't have cable (Dishtv was just taking entry) at that time. 2 DD channels were the only entertainment.
