A Paid GEC is getting added in FTA GEC section in last why It should have been added before or after Bindass channel.

Because it is a small GEC with a mostly rural focus. It cannot be compared with Star Plus/Sony/Zee. It is more appropriate to put it in the category of free GECs like Shemaroo TV and Dangal, even though Ishara itself is not free.
