well any fta channel can b added by any dth operator without consulting the channel while in case of pais channel without getting nod from channel, no dth operator or cable operator can show the channel.
if a channel wants itself to b showed on a platform then it has to pay carriage fees to start relaying on that platform.these dth operators mostly never add fta channels by themselves, they mostly wait for channel to contact them and give carriage fees to them bcoz they have the greed for money and also its understandable as already dth companies run in losses with customers not willing to pay more and costs of running being very high. as a result u r seeing dth companies investing in giving customers low quality dth stb's or equipments to lower costs. its a fact in india never will a day come when u will get a great dth operator as people r not having proper bmindset to accept it.
tata sky tried to b a operator to give best quality stb, lnb, channel quality service and so started a service which was little costly but had the best of all but slowly as people started targetting them for being costly and new entrants like videocon starting a trend to give low quality stb and service at cheap cost, people started blindly supporting it ans so as per market and customer mindset,tata sky too have started adopting the same formula. this will continue in india untill all people open their eyes and will b ready to accept quality which comes at a cost
