In the name of digitisation of cable television, the cable operators in the city are demanding extra money from subscribers. The money dispute between cable operators and the people is causing delay in digitisation which must be completed before March 31.

Even though the government was urging the people to get a set-top box (STB) installed at homes before March 31 since the past three months. Majority of the subscribers have not STB. With just 20 days left to cover the target, the cable operators are on toes.

Cable operators are already in the process of installing STB at homes of the subscribers for continuous viewing of satellite channels. Kanpur is one of the 38 cities (over 10 lakh population) in which conditional access system (CAS) or in simpler words digitization of cable TV network has to be put into effect before April 1.

The total cable television connections in the city are approximately 2.8 lakh while the target is to install three lakh STBs. Apart from general cable, approximately 50,000 users are using direct-to-home (DTH) system.

From January till date, just 90,000 STBs have been install in the city. Many cable operators claim that not even 25% of subscribers are willing to get STBs installed.

A cable operator informed that just 30% of his customers have paid money to install STBs. The people are also keen to switch to DTH as they think that STBs will be costly in comparison.

Cable operators are installing Den Digital STBs available in Rs 999. As the extra money for wires and connection installation, a sum of Rs 1100 is being charged.

However, subscribers, having single cable connection for more than one television, will not be able to enjoy different channels on different TV sets simultaneously.

This technique also identifies those who were stealing entertainment tax by running three or four televisions at homes and paid for one connection only.

A cable operator in Yashoda Nagar is offering SITI digital STBs and demanding Rs 13,00 from subscribers.

"In majority of houses in this area, the wires have worn out and I have to replace the boosters as well. After installation of STBs, people will not cooperate in the process, hence I am taking money in advance for the same," he added.

People are consulting their friends in other areas with different connections about the charges for the installation of STBs and then bargain. This bargain is causing delay in installation of STBs and the users themselves will pay for this later.

The digitized transmissions will enable viewers to watch high definition (HD) pictures and high definition digital sound quality. The cost of STBs before March 31 is Rs 999 while the customers have to pay 1,100 as surcharges. This money being taken for the STBs is just the security money while if one is willing to purchase the same, he/she has to pay Rs 1,999.

Looks like DTH is the only choice to escape from the money greedy clutches of the MSO's and LCO's. DTH seems a way cheaper than these local cables at most places.
