Yeah it's looking quite weird to see the content in 16:9 but not in full screen.

But think about it—only Star Gold-Branded channels switching to 16:9, only a few films being shown in fullscreen, only promos coming in with letterboxing, while StarPlus, Star Bharat, Star Utsav, and Star Utsav Movies are still in fullscreen—this has never happened before! I feel like this is just temporary!

No bro might be they doing it in phased manner. Because they did it with Star Pravah and Pravah Picture first then Star World and now Star Gold. So, as of now it is not looking temparary.

I have just switched to Star Gold Romance & I have just discovered that, Chal Mere Bhai is being broadcasted in Fullscreen (4:3).
