Unless the tv, cable and anything linked to it doesn’t have hdcp compatibility, I don’t think it is going to work.

Hdcp is meant to stop piracy and make sure any equipment you purchase here then should have hdcp 2.2 support.

In desktop also working fine for me. I have connected my monitor using a HDMI to DVI cable coming out of GTX 1050 TI OC.

I tried it on a desktop with GT 1030 card and an hdmi cable. It did not work for me.

Try to install latest driver for your monitor as well as GPU. Use windows update to check for any outdated WDM drivers..
