What happens to eutelsat 70b expansion

Guys, it is amazing that after investing crores of Rs this satellite 3 beams are still vaccant. :huh 2 of its beam has excellent coverage over India.

It has just some data channels which were transferred from eutelsat 70A.

Any update or news about it,. plz share:-/
