Why D2h don't offer 2 Free Regional Pack for ROI

Even the lowest South Base Pack (South Silver) offers 2 Free Regional Packs. But A highest Base Pack ROI customer can have only 1 :wall :wall :wall :wall . Why this biasing  :angry :angry :angry  ? ROI customers also can't have any south base pack, but south customers can have any.

If you are using any trick then don't change pack.
As you may loose your HD channels
Currently I am using new South gold pack & getting Bengali & marathi addon free

Also super gold pack+ Ten 1 & all English news channels except CNN
